The Chinese side strongly opposes the dumping of seamless oil well pipes that have been added to China

On August 13, 2007, the Canadian Border Service Agency launched an anti-dumping and countervailing duty investigation into seamless oil well pipes imported from China. Recently, Canada issued its final rulings on the case, determining that the Chinese industry involved was a non-market economy and imposing high anti-dumping and countervailing duties. In response, the Chinese Ministry of Commerce strongly condemned the decision, stating that both the government and the industry are deeply concerned about the outcome. Throughout the investigation, Chinese authorities and companies fully cooperated with the Canadian authorities. The extensive evidence submitted during questionnaires and on-site inspections demonstrated that China’s seamless oil well pipe industry operates in a highly competitive environment, with companies functioning under market conditions. The Chinese government does not interfere in daily business operations or set market prices. Therefore, Canada’s classification of the industry as a non-market economy lacks factual basis and violates Canadian domestic laws. This determination is fundamentally flawed. Moreover, Canada applied alternative data to calculate dumping margins while also imposing countervailing duties, which raises serious concerns about duplication and compliance with WTO rules and Canadian law. Additionally, there are significant errors in the calculation of both anti-dumping and countervailing duties, which have artificially inflated the rates imposed on Chinese companies. This has severely harmed the interests of Chinese businesses. China hopes that the Canadian International Trade Tribunal will deliver a fair and impartial final ruling on injury. The Chinese government will closely monitor the development of the case and take all necessary measures to protect the legitimate rights and interests of Chinese companies.
