The Chinese side strongly opposes the dumping of seamless oil well pipes that have been added to China
According to the Ministry of Commerce, on August 13, 2007, the Canadian Border Service Agency launched an anti-dumping and countervailing duty investigation into seamless oil well pipes imported from China. Recently, Canada issued its final determination on the case, classifying the Chinese industry as a non-market economy and imposing high duties on the products. Wang Xinpei, a spokesperson for China’s Ministry of Commerce, expressed strong opposition to the ruling, stating that both the Chinese government and industry find the outcome unacceptable.
Throughout the investigation, Chinese authorities and responding companies fully cooperated with Canadian officials. The extensive evidence submitted during the questionnaire and on-site review demonstrated that China’s seamless oil well pipe sector operates in a highly competitive environment. Companies function under market conditions, with no interference from the government in daily operations or pricing decisions. Canada’s classification of the industry as a non-market economy lacks factual support and violates relevant provisions of Canadian law, making the decision fundamentally flawed.
Furthermore, Canada applied alternative data to calculate dumping margins while simultaneously imposing countervailing duties, which raises concerns about duplication and inconsistency. Such practices contradict both WTO rules and Canadian domestic legislation. In addition, there are serious errors in the calculation of both anti-dumping and countervailing duties, leading to inflated rates that unfairly harm Chinese companies. These actions undermine the legitimate interests of Chinese exporters and distort fair trade practices.
China urges the Canadian International Trade Tribunal to deliver a fair and impartial final determination on injury. The Chinese government will closely monitor the development of the case and take all necessary measures to protect the legal rights and interests of Chinese enterprises. This case highlights the need for greater transparency and fairness in international trade investigations.
