Tianjin ethylene project main equipment basic design has been completed

Since March 9, 2007, following the approval of the overall design plan for Sinopec Tianjin’s 1 million tons/year ethylene and supporting project by the headquarters, the basic design phase of the project was officially launched. The headquarters organized two coordination meetings to streamline the construction process, which helped clarify the design schedule, address key challenges, and reinforce the responsibilities of all involved parties, ultimately accelerating the pace of design work. Through close collaboration among all stakeholders, the basic design has now been largely completed, with several critical equipment designs already approved by the headquarters. The detailed design phase has also been fully initiated, marking a significant milestone in the project's development. In alignment with the headquarters’ unified deployment and the goals set during the engineering coordination meeting, Tianjin Petrochemical intensified its efforts to meet key milestones. To enhance project management and ensure smooth progress, the company made major organizational adjustments in early 2007. This included strengthening leadership, optimizing resource allocation, and improving internal processes. As part of this effort, 40 professional technicians were transferred from the original production preparation and equipment departments to the design department, significantly boosting the team's capacity. The design department’s staff increased from 18 to 89 people, providing a solid foundation for faster and more efficient design work. Once the basic design was well underway, Tianjin Petrochemical took further steps to ensure cost control, project economy, and quality standards. The company repeatedly coordinated with the design units to refine the design plans and establish unified regulations. These efforts laid a strong groundwork for the next stages of the project. Moreover, extensive coordination and review sessions were conducted to clarify the design interfaces among different units, streamline information flow, and improve management procedures. For units that faced delays in providing necessary design conditions, proactive coordination was carried out to maintain the overall project timeline. Currently, the basic design for all 19 new-build and retrofit installations in the refinery project have been reviewed and approved by the headquarters. In addition, the 350,000 tons/year phenol/acetone plant and 8 sets of new equipment for the ethylene project have successfully passed their basic design reviews. Most of the other equipment has also received final approvals. The thermal power project and the railway expansion and reconstruction project have also completed their basic design reviews and obtained the necessary approvals from the headquarters.
