Chemical Industry Optimization Structure Orientation
On March 6, during the press conference held at the First Session of the 11th National People's Congress, Ma Kai, Director of the National Development and Reform Commission, and Xie Xuren, Minister of Finance, emphasized that China will maintain a prudent fiscal policy this year, aiming to consolidate and further develop the results of macroeconomic control. The government plans to tighten tax policies on high-energy consumption, high-pollution, and resource-based products while promoting energy-saving, environmental protection, and innovation-driven projects. These measures are expected to significantly impact the oil and chemical sectors.
Ma Kai highlighted that over the past five years, the country's macroeconomic regulation strategies have yielded positive outcomes. However, he acknowledged existing challenges in the current economic landscape and stressed the need for continued efforts to address them effectively.
Xie Xuren added that this year’s focus will be on structural adjustment and coordinated development under the prudent fiscal policy. The government will prioritize technological innovation, energy efficiency, and emission reduction, as well as the optimization of industrial structures. Support will also be given to localizing major equipment, revitalizing old industrial bases in Northeast China, and developing new industries in resource-depleted cities. Additionally, export tax rebate policies will be refined, with incentives for high-value exports and restrictions on the export of "two high and one capital" products. Import tariffs on resources and energy-saving components will be adjusted to encourage the import of essential materials.
The reporter noted that these macro-control measures have already influenced the oil and chemical industry. In 2007, China eliminated export tax rebates for 553 "two high and one capital" products, reduced rebates for 2,268 items prone to trade disputes, lowered import tariffs on 511 energy and resource-based commodities, and increased export tariffs on 222 such goods. The scope of restricted processing trade items was also revised, with subsidies introduced for exports within the approved catalog. Several outdated production capacities were phased out due to safety, environmental, or resource wastage concerns—many of which involved petroleum and chemical projects.
In 2008, similar measures will continue to shape the industry. The central government will prioritize energy-saving and innovation projects, increase loans for SMEs, innovation, and environmental protection, while strictly controlling financing for "two high" projects and overcapacity industries. These ongoing efforts reflect a long-term strategy to ensure sustainable and balanced economic growth.
