As a result, once the leadership structure dissolved, the industry regressed, falling into temporary stagnation. Learning from history, the new "Opinions" proposes that the National Development and Reform Commission, under the State Council’s unified leadership, should lead the revitalization efforts, while leveraging the roles of industry associations and local authorities.
