The "Several Opinions of the State Council on Accelerating the Revitalization of the Equipment Manufacturing Industry," officially released on June 28, serves as a strategic blueprint for the future development of China's equipment manufacturing sector. It outlines clear objectives, guiding principles, and safeguard measures to drive the industry forward in the coming years. For instance, the document emphasizes strengthening organizational leadership and combining focused development with broader implementation. These points are not only specific but also directly address the deep-rooted challenges and contradictions within the industry. To manage large-scale initiatives effectively, strong leadership is essential. In 1983, in an effort to promote the localization of major technologies and equipment, the State Council set up a special leading group responsible for coordination and organization. While this group achieved significant results in a short period, it also left behind important lessons. One key issue was the excessive focus on day-to-day tasks, while neglecting the importance of building institutional frameworks and long-term mechanisms. As a result, once the leadership structure was dissolved, the industry quickly reverted to its previous path, even experiencing temporary setbacks. Learning from history, the latest "Opinions" proposes that under the unified leadership of the State Council, the National Development and Reform Commission will take charge of organizing, leading, and coordinating the revitalization of the equipment manufacturing industry. At the same time, it calls for greater involvement from industry associations, local authorities, and relevant institutions. Although the leadership structure has returned, the challenge now is to avoid repeating past mistakes. While earlier missteps could be attributed to lack of experience, today’s environment demands more sophisticated strategies and innovative thinking. The "Opinions" clearly defines the role of the new "housekeeper": to organize the preparation of national technical equipment plans, coordinate related policies, and promote the localization of major equipment. In essence, the central government expects this body to act as a director and screenwriter rather than getting entangled in the day-to-day operations, as was the case before. The current bottlenecks in the industry include issues like the integration of independent innovation, the level of equipment assembly, industry concentration, and the coordination between production, education, and research. Solving these requires more than just supporting a few leading enterprises or developing key technologies—it also demands efforts in building a supportive regulatory environment and institutional framework. While the proposal to break through 16 key technical areas through key projects is a good start, the author believes it should be seen as a beginning, not an end. In a rapidly changing world, without internal mechanisms for self-motivation and self-discipline, even the most advanced technologies may soon become obsolete. The industry must evolve beyond isolated successes and aim for sustainable growth. Having previously experienced policy discontinuities, the return of the "housekeeper" role now carries even greater responsibility. We hope to see a transformation, not just a simple renewal. Ideally, when its mission is complete, the Chinese equipment manufacturing industry will continue to thrive along the right path, free from disruption. This is the true essence of "rule by law," not "rule by individuals."
