In August, the Beijing Municipal Transportation Commission, the Environmental Protection Bureau, and the Traffic Management Bureau issued the “Circular on the Use of Traffic Management Measures to Reduce Pollutant Emissions for Certain Trucks”. The "Notice" stipulates that since September 21, 2017, Beijing will set up a low-emission zone for trucks within the scope of the Sixth Ring Road (inclusive), and the three-way diesel trucks outside the country will be prohibited from passing on roads within and around the Sixth Ring Road throughout the day. In July, the Zhengzhou Municipal Government issued a circular on restricting the use of heavy-duty diesel vehicles under the Fourth National Standard on roads within the Fourth Ring Road in the urban area, and required that restrictions be imposed on roads within the Fourth Ring Road of the urban area from October 1 onwards. The targets include the National 3 and below emission standards. And the non-installed pollution control device or pollution control device does not meet the requirements of the National IV emission standard heavy-duty diesel vehicles.

From August 18, 2017 to December 31, 2019, Hangzhou will implement the subsidy for the elimination of the three diesel vehicles in the country. Qualified state-subsidiary diesel vehicles in the main city of Hangzhou will receive a subsidy of RMB 40,000.

In addition, before the end of September, the Bohai Rim Port was prohibited from accepting coal from diesel trucks. According to the "2017 Beijing-Tianjin-Hebei and Surrounding Areas Air Pollution Prevention and Control Work Plan (Exposure Draft)" issued in early February of this year, Tianjin Port advanced from July to the end of April to embargo highway coal, followed by Hebei and Shandong Provinces. In August, the relevant coal port in the port was completely banned from receiving diesel trucks.
