The reporter learned that it was not Mr. Wang who was troubled by this type of problem.

Information collection is not easy

Zhang Hao understands the troubles of auto export companies.

As the deputy director of the Department of Mechanical and Electrical Industry and Technology of the Ministry of Commerce, he and his colleagues recently carried out a job for them to learn about the import policy information of various countries through more than 100 commercial offices around the world, thereby establishing the Chinese automobile industry. Overseas information channels.

It is understood that this project has a national special fund. At the same time, the Ministry of Commerce has a huge pool of experts, including experts, associations, and companies.

Zhang Hao very much hopes that the development and reform commission of the automotive industry can also participate in this work.

Li Wanli, Director of the Industrial Policy Department of the National Development and Reform Commission also had the same idea. He believes that China's commercial vehicle exports have just begun, and the scale and products are very basic. However, the existing problems are similar to those in the motorcycle industry, such as relying on price competition and incomplete after-sale system. All these require the government to do its job and provide them with information channels.

It is understood that the Ministry of Commerce is organizing experts to select 100 key commodities from all export commodities, sort out and assemble the laws and standards of the countries where they are exported, organize personnel to translate and edit, and provide free services for enterprises.

Zhang Jian told the “Financial Times” reporters that what they had organized was not just a compilation of laws and regulations but a set of programs. The Ministry of Commerce will also provide some suggestions on specific products in a timely manner. For example, for the specific situation of the country where the automobile is imported, they will recommend which materials the company should purchase, and which key components can meet local requirements.

Zhang Hao felt that it was very difficult for companies to find information channels themselves, because of language barriers and personnel costs.

"The Ministry of Commerce is not an easy task to do." He told the "Financial Times" reporter that because each country's market access system is different, experts must collect one by one. Moreover, these regulations and standards are scattered in several legal documents and need to be extracted a little.

Complex government-enterprise relations

It is reported that from the entry into WTO, the Ministry of Commerce began to collect and publish access information for the export markets of key commodities.

They have been doing this for more than three years.

Zhang Jian told the “Financial Times” reporter that the Ministry of Commerce is currently preparing to include it in the collection list for commodities that are easily blocked in export, including auto vehicles. Because the base of the vehicle exports in previous years was not large, and the export status was heavy in the past two years, the number of export enterprises gradually increased, and the problems were also increasing.

Although Zhang Jian has repeatedly stressed that the government provides information channels for enterprises is free, some people have put forward some other opinions.

The opinion of the Minister of Foreign Economic Research of the Development Research Center of the State Council, Dr. Zhang Xiaoji, is that it is good for the government to serve the enterprise, but the government department should clarify its own responsibilities. It's best to rely on companies to do things like knowing the importing country's information.

"The government can do more to encourage and provide support and assistance within the scope of relevant domestic and foreign policies," he told the Financial Times reporter.

Relevant experts believe that government departments should grasp the boundaries of government and corporate responsibilities and figure out what the government should do and which companies should do.

According to the “Financial Times”, behind the government’s actions in developed countries, there are often corporate shadows, and some of the company’s strategies are inseparable from the government’s support. For example, when the government is formulating a law, it is often conducted in a multi-faceted manner with major companies.

Zhang Jian introduced that in foreign countries, the degree of integration of government, intermediary, and enterprises is relatively close and the operation is relatively quick. Foreign large companies are very strong. No matter whether they are offices abroad or investment companies, including manufacturing companies, or even domestic countries, they have special personnel to study the laws and regulations of importing countries.

It is reported that these personnel also work closely with the design department, starting from R&D to production and sales to form a complete system. Once the policies of the importing countries have changed, the government will respond quickly because it is backed by strong multinational corporations and intermediaries.

Most businesses welcome

The “Financial Times” learned from several automobile manufacturers engaged in export trade that at present domestic auto companies mainly understand relevant information of the importing country through two channels: foreign agents and networks. However, due to some objective reasons, the content of these information is not rich enough and the reliability is not high.

“Since China’s auto exports have just started, the current overseas market research is basically still at a low-cost stage. Companies spend money very cautiously, and their human resources are not sufficient.” Zhuang Yuxian, Minister of Overseas Business, Commercial Vehicle Company, Dongfeng Motor Co., Ltd. A reporter from the "Financial Times" said, "We very much hope that the government can help and provide convenience in this regard."

According to reports, Dongfeng Motor has hired a foreign company to collect information on overseas markets, but the cost of doing so is high and the effect is not obvious. Zhuang Yuxian believes that if the government can really do this, it will bring many benefits to enterprises in developing export trade and expanding overseas markets, at least allowing companies to understand the situation of importing countries on a macro level.

Yu Tong, the overseas market director of Yutong Group, also feels that the government's doing so is a good thing that companies can do.

Most companies stated that understanding the foreign import system and access conditions is a very complicated matter. A manager who is responsible for overseas projects to the Financial Times reporter: "Understanding the relevant information is an important part of the preparatory work for automobile exports, but sometimes it really makes people clueless."

Zhu Jie, deputy general manager of marketing of Great Wall Motor Co., Ltd., believes that the information provided by the government can only be used as a supplement, and more work still depends on the company itself.

According to reports, after several years of development, Great Wall Motor has accumulated a certain amount of export experience and established a more systematic overseas database.

Zhu Jie said that if local distributors want to represent Great Wall products, they will generally provide relevant information - including market demand, access conditions, competition conditions, price analysis and other aspects. At the same time, Great Wall Motor will also require them to provide relevant information when selecting overseas dealers.

Zhang Jian told the "Financial Times" reporter that the hardest thing was to collect the work being done by the governments and intermediary organizations of the importing countries. Because in addition to the current regulations and standards, there must be early tracking of future regulations and standards.

He said that it is more difficult for vehicles to change types, and if they are not prepared ahead of time, it will be too late to announce these laws and regulations. While the laws and standards of a country are constantly changing, they are all periodical and must be tracked in due course.

"We all have a long way to go in terms of experience, coping styles, and the relationship between government and enterprises." Zhang Xi said.
