"12th Five-Year Plan" for Industrial Energy Conservation will promulgate clear nine industry roadmaps

Yang Tie, deputy director of the Department of Energy Saving and Comprehensive Utilization of the Ministry of Industry and Information Technology, said before his birthday that the "12th Five-Year Plan for Industrial Energy Conservation" (hereinafter referred to as the "Planning") prepared by the Ministry of Industry and Information Technology has been issued recently and will be announced soon. Among them, "Planning" formulated the "12th Five-Year" period of industrial energy-saving goals, while decomposing and formulating the energy consumption targets of 20 units of products, proposed the nine major energy-saving industry, basic routes and tasks, as well as nine key energy-saving projects.

Yang Tiesheng made the above statement at a seminar on the technology and application of high-efficiency energy-saving pulverized coal industrial boilers. Yang Tiesheng told reporters in an interview after the meeting that during the "12th Five-Year Plan" period, China's energy consumption per unit of industrial added value is expected to be reduced by 21% over the "Eleventh Five-Year" period. At the same time, the participants told reporters that the value-added energy consumption of high-energy-consuming industries such as steel, nonferrous metals, building materials, petrochemicals, and electricity will be reduced by 18% to 20%. “The goal of reducing the energy consumption of key high-energy-consuming industries by less than 21% is to take into account that in the future energy-saving and emission-reduction processes, China’s industries may increase some energy consumption values ​​in industrial restructuring.”

The first of the nine key energy-saving projects is the industrial boiler kiln energy-saving renovation project. The target is to increase the average operating efficiency by 5 percentage points compared with that of 2010. In the industrial boiler kiln energy-saving renovation project, Yang Tiesheng pointed out that in the future, the old coal-fired boilers with low efficiency and serious environmental pollution will be reformed and eliminated, and the existing coal-fired boilers will be technologically transformed through pulverized coal combustion and other technologies. The use of clean coal as a substitute for raw coal to improve the quality of coal; in natural gas and other resource-rich areas for coal to gas, in gas resources are poor areas, the use of solar collectors instead of small coal-fired boilers and other measures.

According to the statistics of the Ministry of Industry and Information Technology, since the “Eleventh Five-Year Plan”, the total amount of industrial energy consumption has increased year by year, from 1.495 billion tons of standard coal in 2005 to 2.4 billion tons of standard coal in 2010, accounting for 70.9% of the total social energy consumption. It rose to 73%; the proportion of energy consumption of the six high-energy-consuming industries in iron and steel, non-ferrous metals, building materials, petrochemicals, chemicals and electricity accounted for 77% of the total industrial energy consumption, rising to around 77%.

As an important area of ​​energy conservation and emission reduction in China, last year China's industrial energy-saving emission reduction effect is not satisfactory. Yang Tiesheng said that last year China's environmental and resource constraints were even more pronounced, and there was still a gap between the actual targets for energy-saving and emission reduction and the established targets, and the task of energy-saving and emission reduction in the next four years would be even more arduous.

Statistics show that in the first three quarters of 2011, the six high-energy-consuming industries continued to show rapid growth, and industrial energy consumption increased significantly. The energy consumption per unit of GDP in the country has only decreased by 1.6%. The industrial added value of industrial enterprises above designated size has only decreased by 2.56% year-on-year, which is a big gap from the target of 3.5% and 4% for the whole year. "At present, there are still some problems in the field of industrial energy conservation in China. On the one hand, China's manufacturing industry is still at the middle and low end of the value chain as a whole. There is still a big gap between the value of production value and the quality of growth, and the proportion of resource consumption to cost is too large. In view of the composition of production costs of industrial enterprises, a considerable amount of industry energy and resource consumption costs account for more than 70% of the total cost. On the other hand, the level of development between industries and enterprises is unbalanced, advanced and backward production capacity coexist, and the overall level of technical equipment is not. Gao Tiesheng said that with the acceleration of industrialization and urbanization in China, the demand for industrial products in the society continues to grow, and the task of industrial transformation and upgrading and green development is arduous.

The "Industrial Transformation and Upgrading Plan (2011-2015)" not long ago announced that, during the "12th Five-Year Plan" period, China's industrial added value carbon dioxide emissions have dropped significantly, and industrial chemical oxygen demand and total sulfur dioxide emissions have decreased by 10%; Industrial ammonia nitrogen and nitrogen oxide emissions decreased by 15%. In addition, the “Twelfth Five-Year Plan for Comprehensive Energy Conservation and Emission Reduction” issued by the State Council last year clearly stated that industrial energy-saving and emission reduction should be strengthened, and power, coal, steel, nonferrous metals, petroleum and petrochemical, chemicals, building materials, and papermaking should be promoted. Textile, printing and dyeing, food processing and other industries save energy and reduce emissions.

Han Wenke, director of the Energy Development Research Institute of the National Development and Reform Commission, told the reporter that the goal of reducing the energy consumption per unit of industrial added value by 21% during the 12th Five-Year Plan is difficult to achieve.
